Jay Meehan is the President and CEO of 1789 Investigations Group. Jay is a dedicated retired federal law enforcement manager with over 28 years of service. His career is marked by a proven track record of leadership and expertise in complex investigations, security operations, and risk assessment. Known for his impeccable personal integrity and adherence to the highest professional ethics, Jay has consistently demonstrated his ability to manage high-profile cases and conduct thorough civil and criminal investigations.
Jay’s extensive experience includes serving as the President of Opsec4Life Inc. since 2021, where he oversees and conducts private investigations, security consulting, executive protection, and risk management. His role involves using advanced video evidence collection and analysis techniques, as well as providing crisis response services.
Before founding Opsec4Life, Jay served as the Body Worn Camera Program Manager for the United States Marshals Service from 2020 to 2023. In this role, he led a team of 25 contractors responsible for ingesting, reviewing, analyzing, and managing BWC video evidence from field operations. His work involved developing and implementing new IT initiatives, consulting with officials to enhance program systems, and overseeing critical incident briefings and reviews.
Jay’s career with the United States Marshals Service spanned from 1996 to 2020, during which he held various leadership positions, including Supervisory Criminal Investigator and Acting Chief Inspector at the National Fusion Intelligence Center. He played a key role in coordinating complex investigations targeting high-priority Organized Crime Drug Enforcement Task Force (OCDETF) targets. Jay also served as the OCDETF Regional Coordinator for the Mid-Atlantic region and the Supervisory Criminal Investigator for the Florida Caribbean Regional Task Force, where he supervised federal, state, and local law enforcement officers.
Throughout his career, Jay has maintained a Top Secret/SCI security clearance, a testament to his trustworthiness and dedication to national security. His expertise extends to financial surveillance, where he served as a technical advisor and senior-level trainer, providing guidance on emerging financial technologies and investigative measures.
Jay’s career began in the United States Air Force, where he served as a Security Police officer. His military service included overseas assignments during the Gulf War, where he provided executive protection to the Chairman of the Joint Chiefs of Staff. His early experiences in security, law enforcement, and combat arms laid the foundation for his successful career in federal law enforcement and private investigations.
Jay is an active member of several professional organizations, including the Federal Law Enforcement Officers Association (FLEOA), the International Association of Financial Crimes Investigators (IAFCI), and ASIS International. Throughout his career, Jay has received numerous commendations, including the Attorney General's OCDETF Director's Award and the United States Attorney's Outstanding Law Enforcement Officer of the Year Award.
